Blackburn boss Mark Hughes has left striker Benni McCarthy at home as he takes a 21-man squad to Finland.
McCarthy is still recovering from concussion, suffered in Rovers' win at Middlesbrough on Saturday.
Blackburn's summer signing from Bayern Munich, Roque Santa Cruz, will be pushing to replace McCarthy in Rovers' starting line-up.
The Paraguayan made an instant impact after stepping off the bench to score at the Riverside.
